Postpartum Depression Commissioner Rebecca Butler has held the position of Counsel to the Commissioner at the Massachusetts Division of Insurance since 2010.  She specializes in health law and received a Division of Insurance Citation award in 2014 as a member of the Division's Health Insurance Reform Implementation Team.  She has been an attorney in the healthcare and biotech sectors for more than 15 years, and prior to that time she worked as an attorney or volunteer in a variety of fields, including environmental investigations, municipal projects, and academia.  She is the mother of four adult children and a graduate of the University of California, Los Angeles and Cornell Law School.
